We characterize the last property in terms of boundary and\/or equation coefficients. This class of problems exhibits a number of interesting mathematical phenomena such as the smoothing effect for solutions, the superstability property, robustness of exponential dichotomy, the Fredholm property and the absence of small divisors in periodic problems.
